Dispute over whether or not newly-surfaced video of Timothy McVeigh at Camp Grafton filmed in 1993 is actually McVeigh calls for a comparison. Judge for yourself.

This video spans a good number of photos from McVeigh's childhood all the way up through images from Death Row:

Compare that with the newly surfaced video of McVeigh filmed in 1993. Notice that while McVeigh does not maintain a uniform look through all of his photos, he has a highly distinguishable face, teeth, eyes and eyebrows.
