'Fingerprinting Bill' Forced on Texas Teachers Aaron Dykes / JonesReport.com | January 11, 2008 Austin, Texas - Austin ISD is a pilot district for Texas Senate Bill 9, the "Fingerprinting Bill," that will require teachers to submit their fingerprints into a massive national database for a criminal history background check and the data will also be shared with the FBI and Texas DPS. The bill went into effect in January 2008. Furthermore, Texas educators not employed during 2006-2007 will have to pay a $42.25 fee for the compulsory fingerprint process. Every teacher certified by the TEA will be required to enter the database, regardless of criminal history.
Integrated Biometric Technology's website indicates operations in eight states, including California, Illinois and Florida. IBT operations take fingerprints from not only teachers and educators, but those involved in day care, adoption, foster care, concealed-carry gun owners, real estate, nursing, physicians, pharmacy, insurance, private security, hazmat, Texas Commission on Law Enforcement employees, bus drivers, security guards, private detectives, mental health, social security and a host of other reasons. IBT just won a $17 million contract with the California Dept. of Social Services to fingerprint California's 300,000 daycare workers.
Note: Fingerprinting is not necessarily required by law for each of these areas, but are contractors listed on IBT's website. However, the implication is clear-- professionals of nearly every conceivable area are being directed into an all-encompassing national fingerprint databases.
